SCS SB 921 -- ADMINISTRATIVE SEGREGATION OF OFFENDERS

SPONSOR:  Caskey (Byrd)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Judiciary by a vote of 13 to 0.

This substitute states that a review hearing to place an offender
in administrative segregation while in a correctional facility is
not a contested case pursuant to Chapter 536, RSMo.

The substitute contains an emergency clause.

FISCAL NOTE:  No impact on state funds in FY 2005, FY 2006, and
FY 2007.

PROPONENTS:  Supporters say that the bill codifies what already
happens with administrative segregation proceedings.

Testifying for the bill was Senator Caskey.

OPPONENTS:  There was no opposition voiced to the committee.
